POLICY: PARTICIPATORY MANAGEMENT APPROACH

WHEREAS, man is cooperative and he needs to feel important;

WHEREAS, participation will increase productivity and will enhance consultant staff satisfaction;

WHEREAS, participative management will contribute to organizational effectiveness by increasing productivity through greater consultant staff satisfaction;

RESOLVE, therefore, that maximum consultant staff participation in the management of the GSI Division be practiced.

 

OPERATING PROCEDURES:

1. ALL matters that concern the GSI Division must be deliberated and decided by ALL GSI consultant staff.

2. All consultant staff should be NOTIFIED of the deliberation to be made.

3. All decision should preferably be reached through a CONSENSUS. If this is not possible, decision will be made through a MAJORITY VOTE.

4. In EMERGENT situation, where a decision has to be made right away and there is no time to consult all consultant staff, the Division Chief is AUTHORIZED to make the necessary decision. After the emergent situation, the Division Chief should informed all the GSI consultant staff and have the decision RATIFIED.


GSI MEETINGS

OPERATING PROCEDURES:

1. A quarterly meeting of all GSI consultant staff will be held for two general purposes:

1.1 To deliberate and decide on all matters that concern the GSI Division

1.2 To ratify the decisions made by the Division Chief during emergent situations and decisions made during urgent meetings.

2. The quarterly meetings should be held preferably in the following months that coincide with the near-end of the quarterly rotation of the resident trainees:

March - June - September - December

3. Urgent meetings may be called by the Division Chief anytime during the interval of the quarterly meeting.

4. Upon the request of any one GSI consultant, the Division Chief should call for an urgent meeting.

5. Urgent meetings should be held preferably after the GSI Division Wednesday teaching-learning sessions where all consultant staff are expected to be present.

6. The participative management approach will be practiced in all GSI administrative meetings.


POLICY: MINIMUM CONSULTANT PARTICIPATION IN GSI PATIENT SERVICE AND SURGICAL TRAINING ACTIVITIES

WHEREAS, the GSI consultant staff are part-time employees of the U.P. System;

WHEREAS, the GSI consultant staff are expected to participate in the management of patients in the Philippine General Hospital;

WHEREAS, the GSI consultant staff are expected to participate in the training of the GSI general surgical residents and fellows in the Philippine General Hospital;

WHEREAS, the GSI consultant staff are expected to participate in other activities in the Philippine General Hospital and in activities in other units of the U.P. System, such as U.P. Manila and U.P. College of Medicine;

WHEREAS, there is a need to promote quality patient care and training of residents and fellows in the Philippine General Hospital by the GSI consultant staff;

WHEREAS, effectiveness, efficiency and equity are to be promoted in the consultant staff participation in GSI service and surgical training activities;

RESOLVE, therefore, that there be a prescribed minimum participation of all GSI consultant staff in the service of GSI patients and training of GSI general surgical residents and fellows.

 

PRESCRIBED MINIMUM CONSULTANT PARTICIPATION IN GSI PATIENT SERVICE AND SURGICAL TRAINING ACTIVITIES

ENFORCEMENT OF PRESCRIBED MINIMUM CONSULTANT PARTICIPATION IN GSI PATIENT SERVICE AND SURGICAL TRAINING ACTIVITIES

OPERATING PROCEDURES:

1. The GSI clerk-secretary will keep track of GSI consultant staff participation in GSI service and surgical training activities.

2. The GSI surgical trainees will assist the GSI clerk-secretary in recording the participation of the GSI consultant staff in GSI service and surgical training activities.

3. A log-book will be used for record purpose.

4. The log-book is open for inspection by all GSI consultant staff.

5. REGULATION MEASURE:

The Service Record of a consultant who has participated less than the prescribed mininum will not be endorsed by the Division Chief to the Department of Surgery Chair.
